HUD Act, Section 3: Promoting Economic Development

'The Section 3 Project'- P.A.N. is working toward the economic transformation of low-income communities through 'Section 3' statute awareness. 'Section 3' is a Federal Statute of the Housing and Urban Development Act of 1968 that states that certain businesses receiving HUD monies (government funds) should hire low and very low income residents. It states that 30% of hirees should be either Section 8 or low rent recipients. Many HUD organizations throughout the country have been found in noncompliance!

P.A.N. is working to contact Congresspeople to ask for an audit, which would have HUD monies recipients produce information showing that are complying with 'Section 3 ' statute.

!!Update (4/16/08): When approached in mid-October (2007) about being in compliance with this law, Champaign County's HUD  office could not offer any statistics about the number of low and very low income individuals working or receiving job training from HUD recipients. A Puma Appreciation Network representative wrote Congress Timothy Johnson's office in late October 2007 asserting the Champaign County was not in compliance with Housing and Urban Development (HUD) Act of 1968, Section 3.

Johnson forwarded our request to Joseph Galvin, the Regional Director of HUD (East Central Illinois). Mr. Galvin forwarded Puma Appreciation Network a complaint form with instructions to send our findings to Barbara Knox, the Regional Director of HUD in Chicago.
